DESCRIPTION:Welcome note \nThe presidency of the 50th international Model European Parliament session welcomes everyone warmly to the city of lights and love\, our capital Paris\, and to Strasbourg\, home to the European Parliament and a dynamic city of western France. \nThis MEP\, as the previous ones\, should be a unique opportunity for each of its participants to discuss European burning issues : as today’s youth will form tomorrow’s actors of the EU\, willing to be aware of their peers’ matters\, it is essential to allow these future defenders of an even effectiver Europe getting used to a respectful and fruitful dialogue with other European citizens. Therefore\, the MEP is a precious experience of free speech and enjoyable multiculturalism when politics nowadays often betray such values by underlining mutual distrust in our Member States. \nNevertheless\, this highlighting reveals deep discrepancy between the EU’s goals and their achievement nowadays : both are to be challenged by this year’s delegates\, facing cases such as the refugee crisis\, terrorism\, economic tensions with major foreign countries\, social discrimination based on gender or ethnicity. This without forgetting that the EU doesn’t only resolve existing problems but prevents them and acts for progress\, as some committees will have to deal with environmental or urbanistic questions. \nTherefore\, Paris\, which hosted the Climate Change Conference\, which is deeply concerned by terrorism issues\, which considers the EU as one of its priorities since the last elections seems like a privileged place to understand how crucial these issues are. DESCRIPTION:Welcome notedownloadsresolutionsWelcome note\nWelcome Note from the Presidency\nPepe López-Rúa Taboada \nIt is with great honour and sense of responsibility that I welcome you\, on behalf of the Presidency\, to the 49th International Model European Parliament Session. \nThere is no need for me to explain why the MEP is an important life lesson — as I believe the reasons for which one is attached to this experience change from person to person. If you ask me\, my time in MEP so far has entailed a great deal of personal and academic development. Finding myself surrounded by people with a readiness to engage and go the extra mile\, has further convinced me of how public service can effect change and touch on the lives of real people. \nBut perhaps most of all\, I have had the privilege to understand why a united Europe makes sense. Our common ways of seeing life\, our converging histories\, or the values we share\, explain and justify why European integration is a goal shared by so many. \nDespite the objective being clearly set\, it has become increasingly clear that the number of challenges that lie ahead are nothing short of daunting. The setbacks entailed by Brexit\, the refugee humanitarian catastrophe or the recent financial crisis\, with far-reaching social\, political and economic consequences\, have threatened the endurance of the European project. The changing landscape both inside and outside our borders\, with new powers ready to take our spot in the international arena\, requires a thorough analysis on our part on how to ensure the EU is able to convincingly respond to these challenges — never losing sight of what ways  can helps us to move ahead towards an even greater Union. \nMEP is the perfect opportunity for you to reflect upon what role you can play in the integration struggle. You will make long-lasting friendships and will meet people who will challenge your perspective on things in tremendous ways. \nI invite you to arrive in Spain with an open mind. Be willing to stick to your principles\, but not blindly. Defend with conviction what you believe in\, but be ready to concede to other perspectives when it is necessary to move on and make progress. And most importantly\, remind yourself that the MEP is an exercise in empathy: what solutions are expected from us? How can we reinforce citizens’ belief in the usefulness of a further integrated Europe? \nWhile you try to find the answers to these questions\, allow me to use a quote I came across in one my favorite movies: “Some believe it is only great power that can hold evil in check\, but that is not what I have found. It is the small everyday deeds of ordinary folk that keep the darkness at bay.” \nMay your participation in this 49th International Session of the MEP help to do just that. Not changing the world in a matter of days\, but at least ensuring that we can get there. One day\, soon enough. \nI wish you the very best during your time in Spain. In early November we will be gathering in Finland; the land of thousand lakes\, home of Moomin\, Santa Claus and Nokia\, the land of great education and in 2017 a birthday girl. In 2017 Finland celebrates the centenary anniversary of its independence. In 1917 after the October Revolution Finland gained its independence from Russia. Though independent\, Finland came to face with a bloody civil war in 1918 and later in the Second World War Finland had to fight for its independence against the Soviet Union. In the Cold War Finland came to be known for its close ties with the Soviet Union and the phenomenon Finlandization. \nNow in 2017 you´ll see a Finland that is a part of the global market. Thanks to the European Union\, which Finland has been a member of since 1995 and European integration\, Finland has come a long way from what it used to be. Being a part of the EU has enabled Finland to become a country facing outwards. \nNow the European Union is facing many challenges. On its way to ratification CETA is being discussed in parliaments all around Europe. How will we shape our relations with our North American partners? Negotiations with the UK will have started and the EU must find a solution with the UK that keeps some meaningful options open. No easy solutions are available\, but there is no choice but to carry on trying. The refugee crisis might have calmed down however it´s far from over and the root cause of it\, the Syrian Civil war has all but ended. The war itself has given rise to a multitude of problems: an increased amount of terror attacks that have lately brought suffering and fear to Europe. Issues regarding immigration from Africa are also to be dealt with as more and more people from sub-Saharan Africa will want to immigrate to Europe. The EU´s dependency on Russian natural gas is still a problematic issue especially now as there are plans to build Nord Stream II. These problems mentioned are just some of those the EU and we must deal with. And the EU´s ability to solve these problems is weakened by disagreements among member states. \nSome of these issues will be up for debate in the MEP FIN 17 session. You´ll get to prepare your resolutions\, lobby for them and in the General Assembly debate the resolutions and vote on them. \nHopefully you´ll all find solutions that everyone of you can get behind. I hope all of you are willing to take on the challenge presented to you with a lot of zest\, creative thought and will to participate in this unique youth European parliamentary event. \nAnd of course you will also meet lots of young people from around Europe. You´ll get to socialize\, share and enjoy Europe’s rich cultural diversity\, have fun together and work for a better Europe. \nOf course you´ll also get to see the lovely Helsinki\, though unfortunately it might be a bit dark and cold when we gather in Helsinki in November. But nevertheless I´m sure you´ll enjoy your stay. The Maastricht Treaty gave birth to the European Union\, the Committee of the Regions\, the European citizen and the Euro. It meant a great step forward for European integration. 25 years later\, the EU has grown in almost every way and has more influence on our lives than ever before. All the more reason to make sure that knowledge about the EU is present in young people’s education. And what better way to do this than let them follow the footsteps of our European history? Let them feel what it is like to be a Member of the European Parliament and let them meet their real-life counterparts in Brussels! \nThe 7th of February 2017\, it is 25 years ago that the Maastricht Treaty was signed. This is a perfect occasion to invite high school students from 30 EU member-states and candidate member-states to come to the Netherlands for the International Session of the Model European Parliament. Furthermore\, this is the perfect occasion to ask young European citizens\nto look back and look forward\, to the future of Europe. Prior to the actual conference\, the MEP Green Paper Procedure invited young people all over Europe to express their reflections on ‘Europe in 25 years’ in a public consultation.

DESCRIPTION:The 43rd international session of the Model European Parliament will be held in Berlin from 8th to 15th November 2015\nYouth delegates from all EU member states and candidate countries will meet to debate and work on drafting resolutions on the burning issues of our decade: youth unemployment\, global warming\, an ageing society\, the wage gap\, education\, EU foreign policy and immigration. On the final two days of the session the Berlin House of Representatives will host the General Assembly\, giving the ten multi-national committees the opportunity to present and defend their resolutions. \nMEP Europe has invited delegates from the EU Member States and candidate countries to attend the session\, providing a venue for young Europe parliamentarians to explore areas of consensus on the issues of combating world hunger and poverty\, ISIS terror and radicalisation\, the increasing infringements on Civil Liberties\, the integrity of the European Union and promoting Green Power and future transatlantic cooperation (TTIP). \niMEP Berlin 2015 not only aims to embrace the moment to envisage ideas and answers to the kind of Europe we want to live in today and tomorrow but also wishes to share the celebrations of Berlin’s recent history of bringing down walls and as a starting point for building bridges across Europe. iMEP Berlin on behalf of MEP Germany looks forward to welcoming you to one of the most exciting capitals in the world.
