DESCRIPTION:Honorable members of the Model European Parliament\,\nThe presidency of the 53rd international Model European Parliament session welcomes everybody warmly to Austria\, in the heart of Europe. As this session will take place online\, the whole country will be hosting this event rather than Vienna on its own. Considering this\, the country of culture and tradition\, alpine landscapes and skiing invites you to this digital iMEP event! \nAustria has always been a perfect place for discourse and negotiations putting herself in the service of all European countries\, as it did not only with the Congress of Vienna but also during the Cold War as a neutral state between eastern and western Europe. Nowadays\, it is a proud member of the European Union and the only EU member state also to host OPEC\, the OSCE and one of the four UN headquarters in the world. Nuclear arms control and monitoring as performed by the IAEA is a daily challenge met here in Vienna. Thus\, Austria has evolved as a natural bridge of diplomacy between Europe and all other parts of the world in tackling global crises. \nLast year\, MEP-Austria took the lead in digitizing our international MEP session as we couldn’t travel due to the Covid-19 imposed lock-down restrictions. Our concept of combining several teleconferencing software solutions and adapting our formal MEP procedures to this new reality helped us to take the next step and become independent from physical meetings and their limitations. In the same way\, as the European Parliament adapted to this new situation\, we\, the Model European Parliament\, managed to adapt as well. In the meantime\, several national MEP sessions have been done purely digitally and now we are already holding our second international digital iMEP. \nDespite this session being online\, the fundamental MEP purpose remains: it is a unique opportunity for all participants to discuss EU key topics. Today’s youth form the governments and countries of tomorrow. Therefore\, it is crucial to deal with the top political issues we face today and develop the mastery of a fair compromise through negotiation to ensure cooperative yet fruitful discussions. Hence\, MEP enables the experience of what free speech combined with multiculturalism can look like\, both aspects that are not self-evident in politics today. \nSome of the difficulties the European Union faces today put the purpose of it to the test: delegates will put forward resolutions on subjects such as the industrial revolution 4.0\, TTIP negotiations with the USA\, the European enlargement policy for the Western Balkans and a strategic partnership with Africa. Keeping in mind that the EU does not only solve existing problems but also takes measure in order to prevent them\, some committees concern long-term objectives as well. \nHistory has taught us that new innovative political\, economic and social ideas have always emerged during a crisis. We are now living through such a crisis and it is our generation that is strongly affected by it. Europe must again reinvent itself to emerge from this pandemic stronger than it has before. The Model European Parliament\, the platform where young Europeans can live the values of human dignity\, freedom\, democracy\, equality\, the rule of law and human rights\, is the perfect medium to lead the European spirit of innovation. Keeping in mind our European roots and humanist values\, our generation now has the chance to plan and shape the future of a new Europe. \nWe look forward to welcoming you to Austria\, in person as of 2022. Please scroll down to the Downloads-section to get it!\n\nInnovation I Sustainability I Development\nIt is a great honor for me\, on behalf of the Presidency of the 52nd session of the Model European Parliament\, to welcome you. \nIn the wake of the CoVid 19 pandemic we unfortunately have had to cancel the physical session scheduled for Stockholm\, Sweden in March and November. Instead a first-time online conference is taking place embodying what this European meeting wishes to focus on. \nThe Model European Parliament is a place for innovation. It is a forum where young Europeans can test their opinions while developing new ideas on European issues. The divergent perspectives of the delegates fuel the creativity needed to find innovative solutions to our common challenges. Europe is in great need of such innovative solutions\, as it is evident that much of our current practices will not sustain the development of future generations. We are entering a new decade with rising mistrust of governing institutions and the climate crisis in full swing. Only open and dynamic environments like MEP can foster future sustainable governance and climate policies in our increasingly interconnected continent. \nMy home country Sweden embodies the Model European Parliament’s spirit of innovation. Its capital Stockholm has generated over 20\,000 tech businesses\, and only Silicon Valley outperforms the city in terms of billion-dollar start-up companies. The city also exemplifies the notion that innovation must further sustainable development\, being the first-ever European Green Capital and offering a world-class public transportation system\, run on 100% biofuel. I hope that Stockholm’s commitment to innovative and sustainable development will inspire consideration of our shared responsibility for the future throughout the session. \nI encourage you to come to the digital MEP session unafraid of thinking outside the box. Thus\, propose something new in the committee meetings\, raise an unconventional point in the General Assembly. Likewise\, let others improve\, criticize\, and modify your ideas. The diversity of the participants’ perspectives will then not only act as an accelerator of innovation but also as a rooting mechanism – making sure that your solutions will stand the test of time. Let your debate reflect the intercultural aspects of innovation and sustainable development. \nThe Presidency warmly welcomes you to the 52nd international session of the Model European Parliament – digital.– Clara Falkenek \n\nHonorable Members of the Model European Parliament\,\nI warmly welcome you to the first digital Model European Parliament session! \nThis MEP is truly different than any other that has taken place in the past. The Covid19 pandemic impacted all of us this year and didn’t leave anybody unaffected. It became a challenge\, not only to the way we were living but even an obstacle to a lot of our beloved activities\, like our MEP sessions. \nIn February\, it became clear that it would not be possible to organize an iMEP session in Stockholm in the traditional way. We had lockdowns all over Europe – nobody knew how the situation in autumn would be and if there would be a chance to organize the session later. \nInstead of just waiting for better times\, we accepted this challenge! Through months of hard work\, we created a solution that would allow us to meet and to be able to discuss again\, to find solutions for the European political and societal issues\, without the need for physical meetings. We used the experience we had gained with ZOOM and Microsoft TEAMS during the first lockdown in Spring and developed a new MEP session concept. We managed to transform the MEP’s physical dependent procedures and the way we were doing the related intensive debates in such a way that they can be done in a fully functioning digital environment. This concept was then tested a month ago here in Austria with a MEP meets SCHOOL session done together by two Austrian schools\, and it was a complete success. All these efforts are allowing us now to organize the international MEP using this new approach. \nWith this new concept\, we will be able not only to continue having MEP sessions during any kind of lockdown but once the crisis is over to have hybrid sessions as well\, which will incorporate the best of the physical and the digital world. \nThus the obstacle\, that was in the way finally became the way! We dealt with the challenge\, and by doing that\, we advanced further than we had been before! \nBy having the first digital international MEP we are writing history together\, and it will definitely DESCRIPTION:MEP Malta Resolution Booklet | 1.42 MB\n            \n            Download\n        \n\n    \n    \n\n\n\n\n \nYouth Resolutions European Solutions\nIt is with great pleasure that on behalf of the presidency of the 51stsession of the Model European Parliament\, I warmly welcome you to the tiniest state of the European Union\, Malta. \nThe MEP is a one-of-a-kind platform where democracy\, freedom of expression\, diversity and multiculturalism are cherished\, offering young people a tangible opportunity to experience these values. It is fascinating how such an event can deliver a unique impact on each participant\, regardless of nationality\, age or session participated in. We come together to solve the problems Europe faces today\, giving the continent the courage it needs and deserves. Having personally participated in a handful of MEP sessions\, I return after every session feeling grateful\, empathetic and enlightened to take this spirit back with me\, having widened my perspective of who the European truly is. \nThese are the emerging values that are desperately required in the contemporary European Union. Faced with climate change protests led by students\, a divisive migrant crisis and increased representation of Euroscepticism in the European Parliament\, the idea of an integrated Europe is in dire need of assistance. I can easily go on with this list and further give my opinion on each topic\, however that will be none other than your task when you finally arrive to Malta. \nMalta\, surrounded by sea in the heart of the Mediterranean\, will be the perfect host for the 51stMEP session; not only will you realize that our isolation from the rest \nof Europe is solely physical and not literal\, but it will also ground you in the reality of climate change and the need for sustainability. Apart from this\, Malta is the most recent country to implement voting at the age of sixteen in all elections\, further adding on to our significance as a host for this European Union for youths. \nI promise you that Malta is the ideal place to inspire courage. Isolation and suppression meant being battered by constant bombings and massive starvation during World War II\, creating the perfect ground for heroism. Having been awarded the prestigious George Cross for this bravery\, the Maltese flag serves as a permanent reminder of what it is like to be truly courageous. \nThe Maltese showed everybody how it’s done\, I encourage you to come here and do the same. \nThus\, the Presidency warmly welcomes you all to the 51st session of the Model European Parliament in Malta. \nNigel Caruana (Malta\, President)

DESCRIPTION:Welcome note \nThe presidency of the 50th international Model European Parliament session welcomes everyone warmly to the city of lights and love\, our capital Paris\, and to Strasbourg\, home to the European Parliament and a dynamic city of western France. \nThis MEP\, as the previous ones\, should be a unique opportunity for each of its participants to discuss European burning issues : as today’s youth will form tomorrow’s actors of the EU\, willing to be aware of their peers’ matters\, it is essential to allow these future defenders of an even effectiver Europe getting used to a respectful and fruitful dialogue with other European citizens. Therefore\, the MEP is a precious experience of free speech and enjoyable multiculturalism when politics nowadays often betray such values by underlining mutual distrust in our Member States. \nNevertheless\, this highlighting reveals deep discrepancy between the EU’s goals and their achievement nowadays : both are to be challenged by this year’s delegates\, facing cases such as the refugee crisis\, terrorism\, economic tensions with major foreign countries\, social discrimination based on gender or ethnicity. This without forgetting that the EU doesn’t only resolve existing problems but prevents them and acts for progress\, as some committees will have to deal with environmental or urbanistic questions. \nTherefore\, Paris\, which hosted the Climate Change Conference\, which is deeply concerned by terrorism issues\, which considers the EU as one of its priorities since the last elections seems like a privileged place to understand how crucial these issues are. DESCRIPTION:Welcome notedownloadsresolutionsWelcome note\nWelcome Note from the Presidency\nPepe López-Rúa Taboada \nIt is with great honour and sense of responsibility that I welcome you\, on behalf of the Presidency\, to the 49th International Model European Parliament Session. \nThere is no need for me to explain why the MEP is an important life lesson — as I believe the reasons for which one is attached to this experience change from person to person. If you ask me\, my time in MEP so far has entailed a great deal of personal and academic development. Finding myself surrounded by people with a readiness to engage and go the extra mile\, has further convinced me of how public service can effect change and touch on the lives of real people. \nBut perhaps most of all\, I have had the privilege to understand why a united Europe makes sense. Our common ways of seeing life\, our converging histories\, or the values we share\, explain and justify why European integration is a goal shared by so many. \nDespite the objective being clearly set\, it has become increasingly clear that the number of challenges that lie ahead are nothing short of daunting. The setbacks entailed by Brexit\, the refugee humanitarian catastrophe or the recent financial crisis\, with far-reaching social\, political and economic consequences\, have threatened the endurance of the European project. The changing landscape both inside and outside our borders\, with new powers ready to take our spot in the international arena\, requires a thorough analysis on our part on how to ensure the EU is able to convincingly respond to these challenges — never losing sight of what ways  can helps us to move ahead towards an even greater Union. \nMEP is the perfect opportunity for you to reflect upon what role you can play in the integration struggle. You will make long-lasting friendships and will meet people who will challenge your perspective on things in tremendous ways. \nI invite you to arrive in Spain with an open mind. Be willing to stick to your principles\, but not blindly. Defend with conviction what you believe in\, but be ready to concede to other perspectives when it is necessary to move on and make progress. And most importantly\, remind yourself that the MEP is an exercise in empathy: what solutions are expected from us? How can we reinforce citizens’ belief in the usefulness of a further integrated Europe? \nWhile you try to find the answers to these questions\, allow me to use a quote I came across in one my favorite movies: “Some believe it is only great power that can hold evil in check\, but that is not what I have found. It is the small everyday deeds of ordinary folk that keep the darkness at bay.” \nMay your participation in this 49th International Session of the MEP help to do just that. Not changing the world in a matter of days\, but at least ensuring that we can get there. One day\, soon enough. \nI wish you the very best during your time in Spain. DESCRIPTION:Welcome notedownloadsprep modulesWelcome note\nThe presidency of the 48th international Model European Parliament session welcomes everyone warmly to the capital of chilly Estonia\, Tallinn. \nJust like Estonians themselves\, this letter will be brief\, sharp and to the point. \nThe MEP is a unique event in that it allows young people from all over Europe to find a platform in which to discuss issues that matter to all. In sharp contrast to how it is too often done in the press or on the streets\, differences are recognized\, but discussed with civility and respect. Thus\, not only does this project allow for a conversation that incorporates broad and disparate interests\, it helps foster a culture of dialogue\, mutual respect and peaceful conflict-resolution. In this particular time of isolated media-bubbles and uncompromising extremes on both sides\, the creation of such a culture is vital. \nCurrently\, Europe faces challenges both inside and out – relations with Russia\, internal instability\, secessionism\, the threat of terrorism and a rapidly changing economy. Those problems pose difficult questions about reconciling the EU-s commitment to its principles with the necessity for often unprecedented reform. We hope that this week’s discussions and debates will bring forward constructive and thought-provoking answers. \nFor all of the abovementioned goals\, whether they are creating a healthy dialogue or solving the age old dilemma of efficiency and liberty\, Estonia is the perfect place. The cold will keep you on your feet\, the dark humour will make sure you stay grounded in reality and our excellent and innovative IT-sector will make sure you are always well-equipped to deal with In early November we will be gathering in Finland; the land of thousand lakes\, home of Moomin\, Santa Claus and Nokia\, the land of great education and in 2017 a birthday girl. In 2017 Finland celebrates the centenary anniversary of its independence. In 1917 after the October Revolution Finland gained its independence from Russia. Though independent\, Finland came to face with a bloody civil war in 1918 and later in the Second World War Finland had to fight for its independence against the Soviet Union. In the Cold War Finland came to be known for its close ties with the Soviet Union and the phenomenon Finlandization. \nNow in 2017 you´ll see a Finland that is a part of the global market. Thanks to the European Union\, which Finland has been a member of since 1995 and European integration\, Finland has come a long way from what it used to be. Being a part of the EU has enabled Finland to become a country facing outwards. \nNow the European Union is facing many challenges. On its way to ratification CETA is being discussed in parliaments all around Europe. How will we shape our relations with our North American partners? Negotiations with the UK will have started and the EU must find a solution with the UK that keeps some meaningful options open. No easy solutions are available\, but there is no choice but to carry on trying. The refugee crisis might have calmed down however it´s far from over and the root cause of it\, the Syrian Civil war has all but ended. The war itself has given rise to a multitude of problems: an increased amount of terror attacks that have lately brought suffering and fear to Europe. Issues regarding immigration from Africa are also to be dealt with as more and more people from sub-Saharan Africa will want to immigrate to Europe. The EU´s dependency on Russian natural gas is still a problematic issue especially now as there are plans to build Nord Stream II. These problems mentioned are just some of those the EU and we must deal with. And the EU´s ability to solve these problems is weakened by disagreements among member states. \nSome of these issues will be up for debate in the MEP FIN 17 session. You´ll get to prepare your resolutions\, lobby for them and in the General Assembly debate the resolutions and vote on them. \nHopefully you´ll all find solutions that everyone of you can get behind. I hope all of you are willing to take on the challenge presented to you with a lot of zest\, creative thought and will to participate in this unique youth European parliamentary event. \nAnd of course you will also meet lots of young people from around Europe. You´ll get to socialize\, share and enjoy Europe’s rich cultural diversity\, have fun together and work for a better Europe. \nOf course you´ll also get to see the lovely Helsinki\, though unfortunately it might be a bit dark and cold when we gather in Helsinki in November. But nevertheless I´m sure you´ll enjoy your stay. The Maastricht Treaty gave birth to the European Union\, the Committee of the Regions\, the European citizen and the Euro. It meant a great step forward for European integration. 25 years later\, the EU has grown in almost every way and has more influence on our lives than ever before. All the more reason to make sure that knowledge about the EU is present in young people’s education. And what better way to do this than let them follow the footsteps of our European history? Let them feel what it is like to be a Member of the European Parliament and let them meet their real-life counterparts in Brussels! \nThe 7th of February 2017\, it is 25 years ago that the Maastricht Treaty was signed. This is a perfect occasion to invite high school students from 30 EU member-states and candidate member-states to come to the Netherlands for the International Session of the Model European Parliament. Furthermore\, this is the perfect occasion to ask young European citizens\nto look back and look forward\, to the future of Europe. Prior to the actual conference\, the MEP Green Paper Procedure invited young people all over Europe to express their reflections on ‘Europe in 25 years’ in a public consultation.

DESCRIPTION:The 43rd international session of the Model European Parliament will be held in Berlin from 8th to 15th November 2015\nYouth delegates from all EU member states and candidate countries will meet to debate and work on drafting resolutions on the burning issues of our decade: youth unemployment\, global warming\, an ageing society\, the wage gap\, education\, EU foreign policy and immigration. On the final two days of the session the Berlin House of Representatives will host the General Assembly\, giving the ten multi-national committees the opportunity to present and defend their resolutions. \nMEP Europe has invited delegates from the EU Member States and candidate countries to attend the session\, providing a venue for young Europe parliamentarians to explore areas of consensus on the issues of combating world hunger and poverty\, ISIS terror and radicalisation\, the increasing infringements on Civil Liberties\, the integrity of the European Union and promoting Green Power and future transatlantic cooperation (TTIP). \niMEP Berlin 2015 not only aims to embrace the moment to envisage ideas and answers to the kind of Europe we want to live in today and tomorrow but also wishes to share the celebrations of Berlin’s recent history of bringing down walls and as a starting point for building bridges across Europe. iMEP Berlin on behalf of MEP Germany looks forward to welcoming you to one of the most exciting capitals in the world.
